Systemic Change The most direct and least disruptive path to change this corrupt system lies in local grassroots civic engagement focused on the trigger for systemic change: electing a majority of  legislators who genuinely serve the people and environment. This is empowerment at the local level where the needs and aspirations of the community can be directly addressed and realized.
